The 21st Century Workforce

Douglas L. Becker was named chairman and chief executive officer of Sylvan Learning Systems, Inc. in February 2000, after having served as co-CEO since 1995 and president since 1991. He has led the transformation of the organization from a small tutoring company into a dynamic, multifaceted global leader serving the K-12, post-secondary and corporate education markets. With Becker at the helm, Sylvan’s revenues have doubled nearly five times over the past eight years. Today, Sylvan Learning Systems has nearly 3,000 learning, training, and tutoring centers in more than 20 countries throughout the world.

D. Cameron Findlay was sworn in as Deputy Secretary of Labor on June 1, 2001. The Deputy Secretary of Labor is the number two official in the Department and acts as its chief operating officer and as a principal advisor to the Secretary on a wide range of issues. Mr. Findlay was most recently a partner at Sidley, Austin, Brown & Wood, one of the world’s largest law firms. Prior to joining Sidley, Mr. Findlay served in the Administration of former President Bush from 1989-92, both at the White House and at the Department of Transportation. From 1988-89, Mr. Findley served as a law clerk for Justice Antonin Scalia at the U.S. Supreme Court, and from 1987-88 he served as a law clerk for Judge Stephen F. Williams at the U.S. court of Appeals for the District of Columbia Circuit.

Mr. Findlay received a B.A. with highest distinction from Northwestern University, an M.A. (Oxen.) with first class honors from Oxford University, which he attended as a Marshall Scholar, and a J.D. magna cum laude from Harvard Law School.

Marc Maurer has been the President of the National Federation of the Blind since 1986. He has a Doctor of Jurisprudence from the University of Indiana School of Law in Indianapolis, Indiana, and has practiced as an attorney for over twenty years. Dr. Maurer is an internationally recognized expert in the field of disability and civil rights issues and has been a featured speaker in conferences and seminars around the world.

Raymond J. Uhalde, acting assistant secretary, Employment and Training Administration, U.S. Department of Labor, has principal responsibility for the Agency’s operations, budget, and legislation. In DOL/ETA he has also served as acting assistant secretary as well as deputy administrator and administrator of ETA’s Officeof Strategic Planning and Policy Development. Before joining the Department, Mr. Uhalde was a senior economist with Mathematica Policy Research.

e-Government: The Local, State & Federal Perspective

Technology is playing a significant role in redefining how government serves its cus-tomers. e-Government is the use of infor-mation technology to provide communication and services for citizens at all levels of government. It is a vision of how public sector organizations of the 21st Century will govern, how they will serve citizens, and how they will interact with business partners, their employees and other government organizations. Join us for a panel discussion with experts on e-Government from the local, state, and federal governments to learn about new initiatives in e-Government. And, at the conclusion of this session listen for the sounds of the Dunbar High School Jazz Band and follow the music to the JETTCON 2023 Exhibit Hall.

Thomas Dowd is the new regional administrator for Region II of the Employment and Training Administration (ETA), U.S. Department of Labor. Mr. Dowd received his Bachelor of Arts Degree in political science from the University of New Mexico. In 1994, he started his federal career as division chief for the Indian and Native American Programs with the Office of National Programs. In 1998, Mr. Dowd was selected to serve as the regional administrator for the former Region VIII, Denver Office.

Bruce Eanet, a native Wash-ingtonian, is the administrator of the Office of Technology and Information Services in the Employment and Training Administration at the Department of Labor. As administra-tor, Mr. Eanet is responsible for all technology development activity within ETA. This ranges from building, maintaining and continuously improving the technology infrastructure of all ETA’s office nationwide to the development of the web-based America’s Career Kit suite of products.

Lenita Jacobs-Simmons, deputy assistant secretary, Employment and Training Administration, U.S. Depart-ment of Labor, is responsible for the oversight of field operations and the implementation of the reforms required under the Workforce Investment Act. In South Carolina, Ms. Jacobs-Simmons served as Charleston County’s grants and community director, administrator of the Charleston County’s Service Delivery Area and State Service Area, and executive director of the Trident Workforce Development Board.

Matthew McDermott is deputy commissioner of the New Jersey Department of Labor. Prior to his current position, Mr. McDermott served as assistant commissioner for Administration and Finance and Director of Employment and Training, communications director for the Department of the State Treasury, and manager for the State Assembly Majority Office.

John P. O’Connor was appointed secretary of the Maryland Department of Labor, Licensing, and Regulation by Govenor Parris Glendening in November of 1998. He also served as assistant secretary and commissioner prior to his appointment as secretary. Prior to his state service, Mr. O’Connor was the secretary / treasurer of the Washington Building and Construction Trades Council.

Martin O’Malley was elected mayor of Baltimore in November of 1999 and has made improving education and economic development two of his top priorities. Prior to his election as mayor, Mr. O’Malley served on the Baltimore City Council from 1991-1999 and as an assistant state’s attorney for the City of Baltimore from 1988- 1990. He has a Law Degree from the University of Maryland and a Bachelor’s Degree from Catholic University.

Ronald Peterson is president of The Johns Hopkins Health System and The Johns Hopkins Hospital and chairman of Baltimore Workforce Investment Board. Mr. Peterson has also served as the President of Johns Hopkins Bayview Medical Center and is a member of the Executive Committee of the Maryland Hospital Association. He has a Master’s Degree from George Washington University and a Bachelor’s Degree from Johns Hopkins University.

Elliot H. Schlanger is the chief information officer for the City of Baltimore and is responsible for the develop-ment and implementation of city-wide information systems and policies, as well as the overall technological direction of the City. During his tenure, he has developed the technology behind Mayor Martin O’Malley’s nationally acclaimed CitiStat program as well as implemented the CitiTrack Customer Relations Management application for citizen call intake and citywide work order management. Elliot holds an undergraduate Engineering Degree from the University of Delaware and a Master of Business Administration Degree from the University of Miami.
